Why Welfare Reform?

Abstract: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) was implemented barely two years ago. The issue of welfare reform is heavily enmeshed within the ideological debate over poverty versus dependency. One of the primary reasons for the initial impetus for reform was to put an end to the cycle of poverty that was generated by a welfare system that perpetuated dependency. It was felt that the system did not provide incentive for leaving the security of welfare to enter into employment or training that would lead to employment. This 6 page paper argues that there were fourteen million women and children across the nation who were on welfare (AFDC) when Congress passed welfare reform in 1996. They continue to struggle with poverty, battering, educational disadvantage, a risk of substance abuse and the continual fear of losing the primary source of economic stability in their lives. There continues to be a significant need for reform. Bibliography lists 7 sources.
