Abstract: 5 pages in length. In On Liberty Mill argues that the expression of opinion should be free unless it is as incitement to action that will be harmful to others; and if that is the case then it can be regulated. The question this paper will address is whether Mill does not recognize an absolute right to the freedom of speech; for if the expression of opinion will be harmful to others is a question of fact which could call for judgement in individual cases. Whether or not this is the same position as that of the U. S. Bill of Rights and the U. S. law will be considered. Bibliography lists 1 sources.
